Olympic Tug & Barge, Inc. - Safe & Effective Threshold Determination Report - Formal public comment

Rate A Delivering Vessels are required to submit a Safe & Effective Threshold Determination Report that explains when it is safe and/or effective to deploy boom prior to oil transfers at their location. This report takes into account when it is physically safe for personnel to pre-boom prior to the start of transfers and when boom may or may not be effective, both based on weather conditions such as wind speed, current, and wave height.
